The arrow keys and the Tab and Enter keys are both used to move the cell cursor (or selected cell) up, down, left, and right. The difference is that the Enter and Tab keys can be used to move the cell cursor within a selected region. If you select a region, and then try to move the cell cursor with the arrow keys the region will become deselected. (Just as if you had selected another cell with the mouse pointer.)
